1. How can I pay my utility bill?

5 Easy Ways to Pay Your Utility Bill:

1. Pay online: using your checking/savings account (eCheck), debit/credit card (Visa, MasterCard, Discover, and Amex), PayPal, PayPal credit, and Venmo.
2. Mail your payment to: City of Chino Hills, Utility Billing Office, 14000 City Center Drive, Chino Hills, CA 91709. 
3. Drop-off Payment Box: Located in the City Hall parking lot, west side of the Chino Hills Library near the Police Department. For your own protection, please do not put cash in the payment box.
4. Pay in person during normal business hours: Chino Hills City Hall, 2nd floor, Utility Billing Office during normal business hours. Payment methods accepted include cash, check, money order, cashier's check, and debit/credit card (Visa, MasterCard and Discover).
5. Pay by phone: You can make a payment over the phone by calling 909-364-2660. Payment methods accepted by phone include checking/savings account (eCheck), debit/credit card (Visa, MasterCard, Discover, and Amex).

2. How do I establish water/sewer utility services?

Contact the City of Chino Hills Utility Billing Office at 909-364-2660, or you may pay in person at Chino Hills City Hall, 2nd floor, Utility Billing Office at 14000 City Center Dr., Chino Hills.

3. Can I request my water bill for a specific date or cycle?

No. The City reads the water meters according to a route reading schedule. This schedule fixes the time the meters are read, and when the utility bill is prepared and due.

4. How can I better understand my utility bill?

All utility services are combined on one monthly bill. 

Water: There is a water service charge for being connected to the City water lines, regardless of whether water is used throughout the billing cycle or not. When water is used, consumption is billed per CCF (hundred cubic foot), in addition to the connection charge. 

Sewer: A pass-through fee set by the Inland Empire Utilities Agency is added to each account and a flat-rate service charge which is based on the elevation of the home, depending on gravity flow, or pumped flow.

5. When is my utility bill due?

Bills for utility service are due and payable upon presentation and subject to discontinuation of service if not paid within sixty (60) days from the date of the bill. 6. Can my account be transferred if I move within the City of Chino Hills?

Any deposit on your account will be credited towards the final bill for that address. Any unpaid balances will be transferred to your new account. You will be charged a new account application fee and potentially an additional deposit (depending on residence).

7. Can my meter read be verified?

Yes. You can have the meter re-read to check for reading errors, meter malfunctions, or possible water leaks. Please call Utility Billing Customer Service at 909-364-2660 to request a re-read.

8. How do I close my account for water/sewer utility services?

Call the Chino Hills Utility Billing Office at 909-364-2660. NOTE: Only the person(s) named on the account have authorization to close service, and it takes at least one business day to disconnect.

9. How do I obtain a construction meter?

Please contact Utility Billing Customer Service at 909-364-2660 to initiate an account. An Application needs to be filled out. There is an $1,000 refundable fee and a $52 non-refundable application fee, for a total of $1,052. You will need to have an active Business License in the City of Chino Hills and also provide a site map. You can make your payment and pick up the meter at City Hall -14000 City Center Drive, Chino Hills, CA 91709.  Fees and Application
