About the LIRA Program

The LIRA program assists eligible low-income households with their water meter fee, which is not based on the amount of water used. The program is not subsidized by other ratepayers; instead, the City has funded this program using water penalty fee revenue. The LIRA program results in a fixed $10.00 savings each month which will appear on the customer's water bill following the application approval date.

Application Process

Applicants will be required to submit this application along with their most recent Southern California Edison (SCE) or Southern California Gas (SCG) utility bill to demonstrate their participation in the SCE or SCG low-income California Alternate Rates for Energy (CARE) program. If eligible, customers will receive the LIRA deduction on their next utility bill and it will expire one year from the start date. A new application must be submitted annually. Retroactive adjustments are not permitted.

General Program Requirements

In order to qualify for LIRA, customers must be in need of financial assistance for home water utility costs.
The City follows the CARE income guidelines set each year by the California Public Utilities Commission (CPUC). Eligible residents must meet all of the following requirements:

1. Occupy the property.
2. Have the water bill in their name.
3. Have a water meter size of 1" or below.
4. Complete an annual application.
5. Attach a copy of the most recent SCE or SCG bill - include the pages that show your service address and evidence of enrollment in the CARE program.
6. Inform the City when/if they are no longer eligible.

If approved under the City's LIRA program, customers will receive a deduction of $10.00 on their monthly billing statement.
