1. When do I need to process a Custom Home Design Review?

A Custom Home Design Review is required for: 

1. A new residential construction, and/or 

2. Any addition/remodel that increases the existing square footage of legally existing structures on-site by 50% or more. For example, the combined square footage of an existing 900-square foot home and an existing 400-square foot detached garage is 1300-square feet; therefore, an addition of 650-square feet or more would require a design review.

2. When do I need to process a Variance?

A Variance is typically required when a project proposes to deviate from standards set by the Development Code (the number of required parking spaces, building height, setbacks etc.) due to exceptional or extraordinary circumstances or conditions applicable to the property which do not apply generally to other properties in the same vicinity and zone. 3. Does the City allow second dwelling units or granny flats on single-family lots?

Second Dwelling Units, also knowns as Accessory Dwelling Units (an attached or detached separate dwelling unit intended for occupancy by an individual or a family in addition to an existing primary single family dwelling unit), are allowed within the City based on meeting the requirements as listed in Section 16.10.020.d of the City's Development Code.

4. What is a Subdivision?

A Subdivision is the division of an existing parcel of land into four or less lots (parcel map) or into five or more lots (tract map).

5. Are modular/prefabricated homes allowed in Chino Hills?

Yes, modular/prefabricated homes are allowed in Chino Hills. However, they must comply with Chapter 16.08 and Chapter 16.10 of the Development Code, and are subject to the Custom Home Design Review process.

6. Are temporary signs allowed for my business?

Temporary signs are only permitted for grand openings and special events. See the Temporary Banners/Flags Information and Application on the website.

7. Do walls/fences require a building permit?

Retaining walls require building permits. However, freestanding walls and/or fences six (6) feet or less in height which are located within the required side and rear yard setback area, or four (4) feet or less in the required front yard setback area, do not require a building permit. 

8. Does a second dwelling unit require a Conditional Use Permit?

Second dwelling units, or Accessory Dwelling Units, do not require Conditional Use Permits, however, they shall comply with Chapter 16.02 and Chapter 16.10 of the Development Code, and Ordinance No. 321.

9. Does the city offer assistance for first time homebuyers?

The City does not administer a first time home buyer program but is part of the HOME Consortium with the County of San Bernardino Department of Community Development and Housing (CDH). Through this program, which is federally funded through the U.S. Department of Housing and Urban Development (HUD), CDH is able to offer various affordable housing programs including purchase assistance programs in Chino Hills. 10. How do I find the zoning for my property?

You can find zoning information using the City's GIS interactive map. Enter your address in the Search area and find your property information in the left panel. The City's zoning map is also available for review on the website or at the Community Development counter. Zoning questions may be directed to the Community Development Department at (909) 364-2740.
