The Chino Hills Branch Library is named after Mayor James S. Thalman who helped Chino Hills become a City in 1991, was elected to the first City Council, and served continuously until he died on August 27, 2003. He led an active civic life for 35 years and volunteered with many local community groups.
Mayor Thalman was a voracious reader, and he often encouraged his own children to find the answers they sought by taking a trip to the library. He supported his belief in education and the sharing of knowledge through numerous book donations. Mayor James S. Thalman continues to smile from above upon those who enrich their lives with reading.”
He was a charter member of the Kiwanis Club of Chino Hills, the Chino Hills Friends of the Library, and the Chino Hills Historical Society. He loved working with youth, and was committed to providing a better community for all.
