  Worried about a past due amount on your bill?
  Simply pay the current amount due.

  You know you paid your last bill, but your new bill has a
  “past due” amount? We implemented a new billing system in October, which delayed several billing cycles. Your current bill was generated before the “due date” of your last bill, and was mailed before your payment was recorded. Continue to pay the current amount by the due date, and the “past due” amount will be resolved once we are fully caught up. We apologize for any confusion this may have caused.

Are you an Auto-pay customer?
Please note that you do not have to take any action! The auto-pay system will simply pay the amount due on your bill by the due date, even if it is not reflected on your current bill. This issue will be resolved as soon as the billing cycle catches up. Again, we apologize for any confusion.

The City of Chino Hills completed the transition to a new online utility bill pay system as of October 1. 

Register Your Account to Access Information Online, Pay Bill, or Schedule Automatic Payments

If you had an online account in the old system, it did not transfer to the new system, so please register your account.

  • Click on the “online bill pay system” icon above to “register” your account. 
  • The “log-in” option is not available until after you “register” your account.
  • Locate your account number from a previous bill and follow the prompts.
  • Once registered you will be able to:
    • Make a one-time credit/debit card payment (if you have a balance).
    • Schedule automatic payments using a bank account, and select a bill delivery option (mail, e-mail, or both). 

After the System Generates Bills for October, Try These New Features:

  • Make a one-time payment, or schedule automatic payments, using a credit or debit card. 
  • View an electronic copy of your bill. 

Note - Electronic funds transfers (EFT) using a bank account number are not available for one-time payments online, but may be used for automatic payments.  If you have any questions, or need assistance, please call Chino Hills Utility Customer Service at (909) 364-2660.

New User
To setup a login and password, have your utility bill available. 

Existing Account User
Existing account users will need their username and password to log in each time.

Online Payment Options 
Online Utility Bill Pay allows you to pay your bill online using your:
  • Checking / Savings Account (EFT) 
  • Debit / Credit Card (Visa, MasterCard and Discover)
Each payment is processed utilizing a safe, secure, and encrypted site.  You can also set up recurring payments using the methods outlined above.     


If your water service has been locked off, please contact Utility Billing Customer Service at (909) 364-2660. Online payments cannot be made at this point, doing so will NOT prevent you from being locked off.

Safe, Secure, and Convenient
The online Utility Bill Pay system will keep your account information safe and secure, and will only be accessible and viewable by you using a secure password that you select. Paying your bill online will allow your payment to post to your account as soon as your credit card payment is made.

Supported Internet Browsers
As recommended by PCI-DSS (Payment Card Industry-Data Security Standard), customers must be using the following supported Internet Browsers in order to make a secure Utility Bill Payment:  

Chrome (version 22 or above), Firefox (version 27 or above), Internet Explorer 11, Edge (all versions), Safari (version 7 or above)
