He worked his way up the ranks at the County of Orange starting as a Junior Civil Engineer, advancing through a number of positions including Senior Civil Engineer, Design Section Chief, and Flood Control Division Manager. In 2008 he became the Assistant Director/Chief Engineer and was responsible for managing six divisions with over 450 personnel and an annual budget of over $400 million.
Nadeem has extensive experience overseeing flood control projects, roads, operations and maintenance, capital improvement programs, fleet management, project management, and construction. He served as chairman of the National Pollution Discharge Eliminate Systems (NPDES) Technical Advisory Committee for Orange County, and as co-chair for the California State Association of Counties’ Flood Control Policy Committee. He served as a key participant in state and federal legislative and appropriations advocacy for the County’s public works programs.
Most recently, Nadeem served as the Director of Public Works for the City of San Bernardino overseeing a Department of 260 employees. He played a key role in re-organizing the Department, improving efficiencies, eliminating wasteful spending, and improving employee morale.
Nadeem and his wife, Silvia, live in Mission Viejo. They have two daughters.
Education and Affiliations
Nadeem earned his Bachelor of Science Degree in Civil Engineering from California State Polytechnic University, Pomona and continued his education at California State University, Long Beach where he earned a Master of Science Degree in Civil Engineering (Water Resources). He has been a California Registered Professional Civil Engineer since 1989.
The American Society of Civil Engineers recognized Nadeem as Government Engineer of the Year in 2010, and Government Engineer of Merit in 2008. He has been a member of that organization since 1981. He also serves as a Board Member of the Academic Advisory Committee at California State University, Long Beach. Nadeem is a Fellow in the Institute for the Advancement of Engineering and an alumnus of the Orange County Leadership Academy.
