Vila Borba

Project Overview

Vila Borba (Tentative Tract Maps 15989; 16413; 16338; 16414) is located west and east of Butterfield Ranch Road, near Pine Avenue. Vila Borba is comprised of 336 acres and contains four planning areas with entitlements that were granted in 2006 for the following:

  • Tract 15989 (Planning Area 1): 183 single-family homes, 5+ acres of public park.
  • Tract 16413 (Planning Area 2): 19 single-family homes.
  • Tract 16338 (Planning Area 3): 149 single-family homes.
  • Tract 16414 (Planning Area 4): 280 high-density homes, 5 acres of commercial (Lennar, the developer, proposes to develop the entire site with 220 townhomes) (A proposal to amend this Planning Area is currently under review, see below.)

Project Status

Tract 15989 (Planning Area 1) - This tract is completely developed with 183 two-story single-family homes with two different architectural products (Serena I and Montarra I) and a 5-acre community park that includes a small and large dog park and a trail system. "Serena I" consists of 92 units with three (3) different elevations: Spanish, Italian and Craftsman. "Montarra I" consists of 91 units with four (4) different elevations: Spanish, Cottage, Italianate and Monterey.

Tract 16338 (Planning Area 2) - This tract is completely developed with 149 two-story single-family homes with two different architectural products (Serena II and Montarra II). "Serena II" consists of 68 units with three (3) different elevations: Spanish, Italian and Craftsman. "Montarra II" consists of 81 units with four (4) different elevations: Spanish, Cottage, Italianate and Monterey.

Tract 16413 (Planning Area 3) - This tract includes 19 two-story, single-family detached homes that will be developed (same architectural product as T 15989). This tract will consist entirely of Montarra II homes that will range from 3,333 to 3,787 square feet. These homes will feature a three-car garage. No construction has begun on this tract.

Tract 16414 (Planning Area 4) - The developer, Lennar, has proposed a Site Plan Review (19SPR04), a General Plan Amendment (19GPA01) and a Zone Change (19ZC02).  Lot 1 has an existing General Plan Land Use designation of Commercial that would be changed to Medium Density Residential.  Lot 1 has an existing zoning designation of Commercial General (C-G) that would be changed to High Density Residential (RM-2) to allow development of 182 attached townhomes on 14.90 acres. Lot 2 has an existing General Plan Land Use designation of High Density Residential that would be changed to Medium Density Residential.  Lot 2 has an existing zoning designation of High Density Residential (RM-2) that would be changed to Medium Density Residential (RM-1) to allow development of 38 attached townhomes on 7.86 acres.  The tract would be developed with a total of 220 townhomes and a clubhouse with a pool.  The plans are under review by the City.
