Water Saving Programs

NEW Flume Program

More devices may become available, but there is no guarantee.  If residents would like to be notified if more devices do become available, they can complete an online Flume Program Interest Application. Residents interested in the program can email the Water-Use Efficiency Coordinator or call 909-364-2804.

The City of Chino Hills, in partnership with the Inland Empire Utilities Agency, is offering residents the NEW Flume Program. Residents can now monitor their own water use with the Flume app while only paying the highly discounted rate of $40 (Flume retails for $199 on Amazon). Residents can purchase the Flume device using the provided link below. Residents perform their own installations, but Flume will provide over the phone technical support and may call the Water-Use Efficiency Coordinator as needed. This is a one-time opportunity and enrollment based on a first come, first served basis. Due to the limited number, there is no guarantee that Flume devices will be available for purchase.

Customers who have previously completed the following programs may not re-enroll for a period of 5 years:

  • Controller Upgrade Program
  • Irrigation Tune Up Program 
  • Residential Landscape Retrofit Program

Due to the popularity of the regional landscape programs, residents will only be allowed to participate in and complete a single program at a time. This policy only applies to the Sprinkler Timer Upgrade, Irrigation Tune-Up, and the Residential Landscape Retrofit Program.  Residents may still choose to enroll in a combination of programs, but they will only be allowed to complete one program at a time. There may be an extended period of time before the contractor will contact residents for the second program. Sprinkler Timer Upgrade Program (For Properties less than 10,900 Square Feet)

The City of Chino Hills, in partnership with the Inland Empire Utilities Agency, is funding a Sprinkler Timer Program. This program is at no cost and assists eligible customers with the installation of a new sprinkler timer. Starting September 1st, 2020, Chino Hills’ water customers who would like to participate in the Sprinkler Timer Upgrade Program will have to watch a series of brief  “How-To” training videos and finish a mandatory 10 question multiple choice quiz before the contractor will perform the installation.

Irrigation Controller

Eligibility is based on the following questions:

  • Do you have an existing indoor or outdoor sprinkler timer?
  • Is the sprinkler timer connected to the irrigation valves?
  • Is your irrigation system working now?
  • Is your irrigated area between 500 and 10,000 square feet?
  • Are you a Chino Hills water customer?

*Due to COVID-19, the temporary workshop requirement has been waived by the City of Chino Hills.

Irrigation Tune-Up Program

Chino Hills residents are eligible for an irrigation tune-up at no cost as part of a program to help reduce outdoor water use. Program sponsors include the City of Chino Hills, Inland Empire Utilities Agency, and the Santa Ana Watershed Project Authority. This program is a one-time opportunity and enrollment is limited to the number of spaces that are available.

Residents may qualify for the following assistance services and/or repairs:

  • Irrigation controller scheduling
  • Irrigation controller evaluation and training to set water schedules
  • Recommendation of repairs and upgrades for resident
  • Valve repair, replacement, leaks and wiring on an "as needed" basis (1 valve for small sites and 3 valves for large sites)
  • Sprinkler repairs, raising, replacing and/or adjusting (up to 6 pop-ups/nozzles for small sites and up to 12 for large sites)
  • Repair of one minor lateral irrigation line; not to exceed 4 feet (does not include repairs under concrete or asphalt surfaces)
  • Repair drip irrigation - includes flushing and replacing coupling and emitters (up to 6)
  • One follow-up visit, on an "as needed" basis and at the discretion of the contractor, ConServ Inc.

Residents are encouraged to apply, but will only be placed on the waitlist. Program funding may become available, but there is no guarantee. Residents may contact the Water-Use Efficiency Coordinator with any questions.

Residential Landscape Retrofit Program (For Properties more than 10,900 Square Feet)

The City of Chino Hills, in partnership with the Inland Empire Utilities Agency, has contracted with ConServ, Inc. to manage this landscape program. The program is no cost and assists eligible customers whose property is a quarter of an acre (10,890 square feet) or more. The two retrofits currently available are a weather-based irrigation controller and high efficiency sprinkler nozzles. This is a one-time opportunity, and enrollment is limited to availability.

Eligibility is based on the following questions:

  • Do you have an existing automated irrigation controller?
  • Is the controller connected to the irrigation valves?
  • Is your irrigation system working now?
  • Are you a Chino Hills water customer?

Residents and businesses can receive a free landscape and irrigation evaluation. The program includes:

  • A complete evaluation of your outdoor irrigation system
  • A profile of your water consumption
  • A customized water budget based on the local data and your landscape
  • Recommendations on how to improve overall efficiency of your irrigation
  • Valuable water saving tips
  • For Chino Hills water customers

Turf Removal Program

The Metropolitan Water District’s Turf Removal Program is back! You may be eligible to receive a rebate of up to $3 per square foot for removing turf on your property. The goal of this program is to reduce your outdoor water consumption and runoff. A landscape design is required to participate in the Turf Removal Rebate Program, but you can have a custom design created for you through the Chino Basin Water Conservation District. As part of the Landscape Design Assistance Program, residents must pay a deposit and register for an online class that will provide information on how to qualify for the turf removal rebate. The instructor will also cover design, turf removal, irrigation improvements, planting, and the plant establishment period. 

Residents must meet these minimum requirements to get started:

  • Remove a minimum of 250 square feet, and a maximum of 5,000 square feet of turf from front, back, or side yard(s)
  • Secure approval prior to any turf removal
  • Use of artificial turf is not allowed as part of this rebate program
