“Mayor James S. Thalman lived his life as a public servant. He served his Country in the United States Army, and later achieved the rank of Lieutenant during a 27-year career with the Anaheim Police Department.
He helped Chino Hills become a City in 1991, was elected to the first City Council, and served continuously until he died on August 27, 2003. He led an active civic life for 35 years and volunteered with many local community groups.
He was a charter member of the Kiwanis Club of Chino Hills, the Chino Hills Friends of the Library, and the Chino Hills Historical Society. He loved working with youth, and was committed to providing a better community for all.
