Art Bennett was first appointed to the Chino Hills City Council in November 2008. He and Council Member Gwenn Norton-Perry were the only two qualified persons who filed as candidates for the two seats scheduled for election in November 2008. With just two candidates vying for two seats, the City Council cancelled the election. Art has served the City for over 16 years. He became active in 1993 when he worked to develop the City’s first General Plan as a member of the General Plan Advisory Committee, which met regularly for more than one year. In 1995 he sought to continue his service and submitted his application to become a Planning Commissioner. Former City Council Member Gary G. Larson appointed Art to the Commission in February of 1995. He served for 14 years, including three terms and Chair and Vice-Chair, before becoming a member of the City Council in November of 2008.

Education & Professional Experience
Professionally, Art has been employed in the Property Tax profession for the past 37 years, as a consultant and Corporate Tax Manager. He is the Vice President-National Property Tax Services, for Property Tax Assistance Co., Inc. He has a degree in Business/Real Estate and has held memberships in several property tax and professional associations including:
- Former Director and Executive Committee Member Arizona Tax Research Association
- Former Director and Executive Committee Member California Taxpayers Association
- Former Chairman of the California Legislative Committee of the Western States
Association of Property Tax Representatives
- American Planners Association
- International Association of Assessing Officers
Art has been an instructor in the appraisal of real estate for property tax purposes and has testified as an expert witness in State and Federal District Courts. He has also served as a Federal Grand Jury Foreman. Art holds the professional designation (CMI), Certified Member of the Institute for Professionals in Taxation and from 2002 to 2005 he served on its Board of Governors. In June 2004, he was presented with the IPT Distinguished Service Award for his service to the organization and tax profession.
Art is a Veteran having served in the U.S. Army Corp. of Engineers, from 1967 to 1969, with one year in Vietnam (68-69).
Family
Art and his wife of 41 years, Nickie, have lived in Chino Hills for 18 years. They live in the Village Oaks area. They have two adult children and two younger sons Brendan, who attends Townsend Jr. High, and Michael, who attends Oak Ridge Elementary. They also have six grandchildren. Art and his family love the rural atmosphere of our beautiful City.
