Step 1: Click on Tools>Internet Options
Step 2: Click "Advanced Tab"
Step 3: Scroll down and locate "Use TLS 1.0" and put a check mark in the box
Step 4: Click Apply. Click Ok
Step 5: Try and access the login page and it should load
